Quebec converts raw TEF/TCF Canada comprehension scores into a 1-12 competency level: 100-199 = level 1-2, 300-399 = level 5-6, 400-499 = level 7-8, 600-699 = level 11-12. Expression (production) scores use a different scale. Check the official table.

Does this convert expression (production) scores?
Not reliably here. Expression scales differ by test format (TCF expression often runs on a 0-20-type scale). Use the comprehension table, or check the official correspondence PDF for expression.
Is this the same as CLB / NCLC?
Quebec uses its own 1-12 Échelle québécoise for PSTQ French scoring. Federal CLB/NCLC tables are a different mapping. Use this tool for PSTQ French, and the CLB converter only for federal comparisons.
